  1. To create standard proton pencil beam scanning cases to test overall accuracy of the treatment planning and delivery system.
  2. To provide DICOM CT and structure files that could be readily downloaded by any institution wanting to evaluate their system.
  3. To specify TPS dose-volume goals for creating the PBS mock phantom plans.
  4. To report treatment plan statistics from participating institutions.
  5. To report quantitative data related to agreement between TPS predictions and measurements obtained from participating institutions
